Job code: 170608 Role Purpose The Logistics Sr. Coordinator is responsible for enabling excellence in all major Logistics functions in Turkey and Syria: sourcing, contractor and Supplier Relationship Management. SCOPE OF ROLE: · Reports to: Senior Operation Manager · Supervision: All Logistics Team · Budget responsibility: TBD KEY RESPONSIBILITIES: •Implementing standardized, organization side Procurement & Logistics processes and procedures to improve Organization profitability. •Develop, lead and execute procurement strategies, continuously improving procurement policies and processes to facilitate more effective and cost efficient operations. •Providing advice to Head office, Projects and Country teams on Procurement &logistic issues. •Supporting projects with Procurement & logistical challenges as required, ensuring procurement & logistic is cost effective, timely, efficient and compliant with Country regulations and Organization policy. •Supporting new proposals; providing advice and costs as required, and obtaining and maintaining operational and project budget ‘cost tracking sheet’. •Partner with stakeholders to ensure clear requirements documentation. •Managing transportation of equipment and approving relevant payments, Tracking report and coordinating delivery of equipment and stores. •Managing logistic mobilizations for key projects. •Documentation, communication and education of procurement & logistic policies and processes •Ensuring that all Organization assets are assessed. •Perform cost and scenario analysis, and benchmarking •Assess, manage and mitigate risks •Seek and partner with reliable vendors and suppliers. •Determine quantity and timing of deliveries. •Monitor and forecast upcoming levels of demand. · Other duties as assigned by line manager regarding to procurement & logistic issues. QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES •Bachelors or degree in Business administration or related field. •Proven working experience in a procurement management role for three years at least, and Experience working with INGOs. •Familiarity with sourcing and vendor management. •Ability to gather and analyses data and to work with figures. •Experience of Market Assessment. •Excellent in dealing with US AID regulations. •Excellent in dealing with EU awards regulations. •Excellent in Suppliers listing and Analyzing. •Solid judgement with ability to make good decisions. •Strong leadership capabilities. •Active Turkish residence. •Good experience in designing surveys and assessment. •Fluent in English (writing, reading and speaking). •can deal with Turkish suppliers (reading and speaking). •Excellent in dealing with computer specially Microsoft office. Job code: 170606 Role Purpose The main purpose of this role is to provide strong management of the SHAFAK Syria MEAL system. The aim is to enhance the quality and accountability of our work to cause a breakthrough in the lives of Syrians affected by the ongoing conflict. The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator will bring significant operational and managerial experience to strengthen and improve the response’s Monitoring, Evaluation, Accountability and Learning system. This will focus on developing the MEAL annual plan, the running and improvement of the MEAL system in Syria, management of technical MEAL advice to programme teams, and management of MEAL staff and their development. S/he will work to continuously improve the MEAL system in general with specific focus on the following areas: qualitative data collection, assessment scheduling and coordination, data analysis and use, and quality monitoring, and robust accountability mechanism. S/he will ensure that all Shafak projects are continually monitored for their effectiveness and appropriateness and that lesson are documented and communicated to inform on-going implementation and future programming. S/he will guide Shafak teams in achieving outcome/impact focused projects and accountability to beneficiaries in line with Shafak’s and donors’ policies and practices. Key areas of accountability and responsibilities: MEAL System and processes: •Design and set up the MEAL framework for Shafak programming and response •Design and set up a reporting flow process across the HQ •Design and set up verification SOPs and tools to support the programme in evidence based decisions and also to contribute to donor requirements Monitoring and Evaluation: •Strengthen the MEAL system to ensure a qualitative balance of data and analysis. •Ensure effective scheduling of programme assessments as well as the analysis and dissemination of findings. •Lead on MSNA and provide technical support and coordination for technical thematic assessments, evaluations and surveys. •Manage and lead all data collection exercises and provide all technical support needed for the field team •Strengthen data analysis and use across the programme through key MEAL led reports. •Ensure that project monitoring includes strong and comparable quality and accountability elements and that data collection and entry methodologies used at field level are standardised and subject to regular review. •Ensure that all Shafak internal and external reporting requirements are met with timely, relevant, triangulated and well analysed data. •Ensure that all assessment/evaluation reports meet Shafak quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming. Accountability & Participation: •Ensure that staff at all levels, including senior managers and directors, fully understand and promote accountability to beneficiaries through training and coaching. •Oversee the Syria/Turkey Programme accountability system for staff, partners and beneficiaries in line with existing policies and procedures to enhance effective accountability for SHAFAK and Partners. •Develop and report against accountability, protection and participation-related indicators and issues, and produce an annual report on the accountability and participation work. •Ensure that Accountability activities are appropriately planned and budgeted for in programme design and funding applications. •By facilitating information sharing with key stakeholders, including beneficiaries, ensure that Shafak promotes transparency throughout all stages of implementation. •Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
